Netherlands Highly Skilled Migrant Visa 2026: 7 Powerful Rules for a Successful Application

Updated: 30 September 2026

Salary thresholds, recognised sponsor rules, employer requirements, documents, processing times, fees and practical application guidance for experienced professionals.

If you are an experienced professional considering a move to the Netherlands, understanding the Netherlands Highly Skilled Migrant Visa 2026 requirements is essential before accepting an international employment offer. The Dutch system is built around a recognised employer, a qualifying employment contract, a minimum salary and a salary that is also in line with the market.

For 2026, the standard monthly salary requirement is €5,942 gross excluding holiday allowance for highly skilled migrants aged 30 or older and €4,357 for those under 30. A reduced salary criterion of €3,122 per month can apply in specific qualifying situations. These amounts are set by the Dutch Immigration and Naturalisation Service (IND) and change annually.

This guide explains the Netherlands Highly Skilled Migrant Visa 2026 route for skilled employees, managers, technical specialists, executives and other experienced professionals. It focuses on the rules applicable as of 30 September 2026 and distinguishes current requirements from policy proposals that may affect the scheme later.

Quick Answer: What Matters Most in 2026?

  • The Dutch employer generally must be an IND-recognised sponsor.
  • The 2026 salary threshold is €5,942/month for age 30+ and €4,357/month for under-30 applicants.
  • A reduced threshold of €3,122/month applies only to specific qualifying applicants.
  • The salary must also be market-rate for the position.
  • Highly skilled migrants do not require a separate employment permit (TWV).
  • The legal IND decision period is up to 90 days, while a complete application submitted by a recognised sponsor is normally targeted for a decision within about 2 weeks.
  • The 2026 IND application fee for a highly skilled migrant residence permit is €423.
  • There is currently no annual minimum or maximum number of highly skilled migrant applications that a recognised sponsor may submit.

1. Netherlands Highly Skilled Migrant Visa 2026: Latest Update

The Netherlands Highly Skilled Migrant Visa 2026 is commonly used by Dutch employers to recruit non-EU/EEA/Swiss professionals whose skills are needed in the Dutch knowledge economy. The formal immigration route is a residence permit for a highly skilled migrant, administered by the IND.

The key feature is the recognised-sponsor system. A Dutch company normally needs to hold recognised sponsor status before it can apply for a highly skilled migrant. The employer is responsible for submitting the application and complying with sponsor obligations.

The IND’s current public register of recognised sponsors was updated on 3 September 2026 and can be checked before relying on an employer’s sponsorship claim.

Official IND: Highly Skilled Migrant

Official IND: Public Register of Recognised Sponsors

Important 2026 distinction

The term “visa” is widely used when discussing this route, but the main immigration status is a Dutch residence permit for a highly skilled migrant. Depending on nationality, an applicant may also require an MVV, or provisional residence permit, for entry.

The Netherlands Highly Skilled Migrant Visa 2026 route is particularly relevant for technology, engineering, finance, business, management, data, consulting, research and other professional roles where an employer is prepared to meet the sponsorship and salary requirements.

2. Netherlands Highly Skilled Migrant Visa 2026 Eligibility Requirements

Eligibility for the Netherlands Highly Skilled Migrant Visa 2026 is based on several connected requirements rather than simply having a university degree or several years of experience.

1. You need a qualifying Dutch employment contract

You generally need an employment contract with a Dutch employer or qualifying research institution. The contract must contain the relevant employment conditions, including remuneration and employment duration.

2. The employer must normally be an IND-recognised sponsor

The employer must be listed as a recognised sponsor for the relevant work category. This is one of the most important checks before accepting a job offer.

3. You must meet the applicable salary threshold

Your gross monthly remuneration must meet the applicable 2026 salary criterion. The correct threshold depends mainly on age and whether the reduced salary criterion applies.

4. The salary must be market-rate

Meeting the numerical threshold is not the only salary test. The IND states that the agreed salary must be in line with the market rate, meaning it should correspond to what people in comparable positions earn on average.

5. General immigration requirements still apply

Applicants must satisfy the general conditions applicable to residence in the Netherlands, including relevant public-order and identity requirements.

For certain regulated professions, additional professional registration may also be necessary. For example, healthcare professionals working in regulated medical professions may need registration under the Dutch BIG system.

Official IND: Residence Permit for Work as a Highly Skilled Migrant

Key point: The Netherlands Highly Skilled Migrant Visa 2026 is not simply a qualification-based visa. Employer recognition, salary, market-rate remuneration and the employment contract are central to the application.

3. Netherlands Highly Skilled Migrant Visa 2026 Salary Requirements

Salary is the most searched and frequently misunderstood part of the Netherlands Highly Skilled Migrant Visa 2026 rules. The IND publishes annual required amounts, and applicants must use the amount applicable to their situation.

Applicant category 2026 gross monthly salary Holiday allowance included?
Highly skilled migrant aged 30 or older €5,942 No
Highly skilled migrant younger than 30 €4,357 No
Reduced salary criterion €3,122 No

These 2026 amounts apply throughout 2026 under the IND’s published income requirements. The threshold is reviewed annually and can change from 1 January of a new year.

Official IND: Required Income Amounts

What does “gross monthly salary” mean?

The relevant amount is assessed before deductions such as income tax and employee social contributions. The applicant should therefore compare the immigration salary requirement with the contractual gross remuneration rather than expected take-home pay.

Does holiday allowance count?

The IND distinguishes holiday allowance from remuneration elements that can count toward the salary criterion. Holiday allowance is not included in the salary criterion. This is important when reviewing an offer letter.

Can a fixed 13th-month payment count?

Certain fixed allowances and reimbursements can be included where the IND’s conditions are satisfied. For example, a contractual thirteenth-month payment may be counted when it is transferred monthly in equal amounts and paid into the applicant’s bank account.

Uncertain or irregular payments such as overtime, tips and other non-regular compensation generally cannot be used to bridge a salary shortfall.

Salary example

Suppose an experienced software architect receives a Dutch employment offer of €5,800 gross per month plus holiday allowance and a performance bonus. If the applicant is 30 or older, the base salary of €5,800 would be below the 2026 €5,942 threshold. An uncertain performance bonus should not be assumed to solve the shortfall.

The employer should restructure the qualifying contractual remuneration, if appropriate, before the immigration application is submitted.

When does the salary amount apply?

The IND states that the required amount is linked to the date of application. When a highly skilled migrant changes employer, the amount applicable when the new employment contract starts can become relevant.

This makes timing important when changing employers around the end of a calendar year.

4. Netherlands Highly Skilled Migrant Visa 2026 Employer Rules

The employer side is one of the defining features of the Netherlands Highly Skilled Migrant Visa 2026 system.

A recognised sponsor is not simply a company willing to issue a job offer. Recognition creates legal responsibilities toward the IND, including information, record-keeping and duty-of-care obligations.

Recognised sponsor requirement

A Dutch company wishing to use the highly skilled migrant route generally needs to be recognised by the IND. The company can apply for recognition, after which the IND assesses relevant aspects such as reliability, continuity and financial health.

The recognised sponsor is listed in the public register maintained by the IND.

Official IND: Apply for Recognition as Sponsor

Employer compliance responsibilities

Recognised sponsors have obligations to:

  • Provide required information to the IND.
  • Keep relevant records.
  • Meet their duty of care toward sponsored workers.
  • Notify the IND about relevant changes within the required period.
  • Maintain appropriate evidence relating to employment and remuneration.

From 1 January 2026, recognised sponsors also have expanded administration requirements, including keeping evidence that highly skilled migrants and EU Blue Card holders actually received their salary.

Official IND: Sponsor Obligations

Can an employer be checked before applying?

Yes. The public sponsor register is one of the most useful practical checks. If a company says it can sponsor under the highly skilled migrant route, verify its recognition status rather than relying solely on a recruiter or job advertisement.

Do highly skilled migrants need a separate work permit?

No. Highly skilled migrants admitted under this scheme do not require a separate employment permit (TWV).

This is one reason the route can be administratively different from other forms of Dutch employment immigration.

5. Netherlands Highly Skilled Migrant Visa 2026 Quota, Caps and Occupation Rules

One common misconception about the Netherlands Highly Skilled Migrant Visa 2026 is that every occupation must appear on a fixed shortage-occupation list.

The national highly skilled migrant scheme does not operate in the same way as systems that publish a single shortage occupation list for eligibility. The central tests are the recognised sponsor, qualifying employment, salary and market-rate remuneration, together with general immigration requirements.

Is there an annual quota?

There is currently no minimum or maximum number of applications a recognised sponsor is required or permitted to submit each year simply because of its recognised-sponsor status.

That does not mean every job can qualify. Each individual application still has to satisfy the applicable requirements.

IND: Recognised Sponsor Rules

Occupation considerations

The scheme can be relevant to many professional roles, including:

  • Software engineers and software architects
  • Cloud and infrastructure specialists
  • Data engineers and data professionals
  • AI and machine-learning specialists
  • Cybersecurity professionals
  • Engineering managers
  • Product and technology managers
  • Finance and risk professionals
  • Business and strategy professionals
  • Senior consultants
  • Research professionals
  • Experienced executives and specialists

This is an illustrative list, not an official Dutch occupation eligibility list. A job title alone does not establish eligibility.

Regulated professions

If the profession is legally regulated in the Netherlands, separate professional recognition or registration may be required before the person can practise. Immigration approval does not automatically replace professional licensing.

Think beyond the job title

For the Netherlands Highly Skilled Migrant Visa 2026, the job title should be assessed together with the actual duties, salary, contract, employer status and any professional licensing requirements. “Manager” or “Senior Engineer” on an offer letter is not by itself enough.

6. Netherlands Highly Skilled Migrant Visa 2026 Documents

Documentation for the Netherlands Highly Skilled Migrant Visa 2026 depends on the applicant’s circumstances and the application method. A recognised sponsor normally submits the residence application and retains supporting evidence as required.

Typical applicant documents

  • Valid passport.
  • Employment contract or relevant employment documentation.
  • Required immigration forms and declarations.
  • Antecedents declaration where applicable.
  • Evidence relevant to professional registration where the occupation is regulated.
  • Documents requested for an MVV where applicable.
  • Additional documents requested by the IND for the specific case.

The employer also needs information demonstrating that the position, salary and sponsorship conditions are satisfied.

Official IND: Highly Skilled Migrant Document Checklist

Passport and identity documents

A clear copy of the passport is a core part of the application. Passport validity and identity information should be checked before submission.

Antecedents documentation

Depending on the application circumstances, an antecedents declaration may be required. The IND can also require additional information if questions arise during processing.

Professional documents

For regulated professions, professional registration may be more important than simply presenting an academic certificate. Applicants should therefore determine whether the intended Dutch role is regulated before relying on the immigration route.

7. Netherlands Highly Skilled Migrant Visa 2026 Application Process

The Netherlands Highly Skilled Migrant Visa 2026 process normally begins with a Dutch employment offer and employer sponsorship rather than an individual applying independently for the main highly skilled migrant route.

Step 1: Identify a qualifying Dutch employer

Start by checking whether the employer is already an IND-recognised sponsor. This can be verified through the official public register.

Step 2: Review the employment offer

Check the gross monthly salary, holiday allowance, fixed allowances, employment duration, position and other contractual conditions.

Step 3: Check the salary criterion

Compare the contractual qualifying remuneration against the correct 2026 threshold. Do not rely on annual salary calculations alone because the IND assesses the relevant monthly amount.

Step 4: Check market-rate remuneration

The salary must also be in line with the market for the position. A salary that technically reaches the numerical threshold should not automatically be assumed to pass every salary-related assessment.

Step 5: Employer submits the application

The recognised sponsor can submit the application online through the IND Business Portal or use the applicable written procedure.

Step 6: IND assessment

The IND checks the application against the applicable immigration requirements. If information is missing or additional investigation is required, processing can take longer.

Step 7: MVV and residence permit where applicable

If the applicant needs an MVV, the relevant entry procedure is handled alongside the residence application. Applicants exempt from the MVV requirement follow the applicable entry and residence process without that visa.

Official IND: MVV Exemptions

Step 8: Travel and collect the residence document

After a positive decision and completion of the applicable entry steps, the applicant can travel to the Netherlands where necessary and arrange collection of the residence document.

8. Netherlands Highly Skilled Migrant Visa 2026 Processing Time and Fees

Processing time is another important part of planning the Netherlands Highly Skilled Migrant Visa 2026.

Item 2026 information
Legal IND decision period Up to 90 days
Recognised sponsor target for a complete application About 2 weeks
Highly skilled migrant residence application fee €423
Recognised sponsor application fee €5,080 regular / €2,539 reduced, where applicable
Separate employment permit Not required for the highly skilled migrant route

The two-week target should not be interpreted as a guaranteed approval period. The statutory decision period is 90 days, and an incomplete application or need for additional investigation can affect the timeline.

Official IND: Decision Periods

Official IND: Application Fees

Planning tip: Build your relocation timeline around the full legal decision period rather than assuming the fastest target. Employer preparation, document checks, MVV requirements and appointment availability can also affect the real-world timeline.

9. Practical Netherlands Highly Skilled Migrant Visa 2026 Examples

Example 1: Senior software engineer aged 32

An Indian software engineer receives an offer from an IND-recognised Dutch technology company. The contractual gross salary is €6,400 per month, excluding holiday allowance.

The applicant is over 30 and therefore the 2026 threshold of €5,942 applies. The salary exceeds that amount. The employer is recognised and the employment is genuine. The application can therefore proceed to the remaining immigration checks.

Example 2: Technology professional aged 28

A 28-year-old cloud engineer receives an offer of €4,600 gross per month from a recognised sponsor.

The 2026 under-30 threshold is €4,357. The offered salary exceeds the numerical threshold, but the employer and applicant still need to satisfy the other requirements, including the market-rate test.

Example 3: Salary below the standard threshold

A 34-year-old professional receives an offer of €5,700 per month. The candidate assumes a €300 monthly performance bonus will make the application qualify.

This approach can be risky because uncertain, non-regular remuneration is not generally counted toward the salary criterion. The employer should review the compensation structure before submitting the application.

Example 4: Reduced salary criterion

A qualifying applicant falls within a situation where the reduced salary criterion applies. The 2026 reduced amount is €3,122 per month.

The reduced threshold is not a general discount available to any applicant. It applies only where the IND’s specific conditions are met, such as certain applicants connected to the orientation year or qualifying recent graduation/research circumstances.

Example 5: Employer claims sponsorship but is not recognised

A recruiter tells an experienced project manager that a Dutch company “will sponsor the visa.” Before proceeding, the candidate checks the IND public register and cannot find the company.

The applicant should ask the employer for clarification. A promise of future sponsorship is different from having recognised sponsor status when the application is submitted.

10. Common Netherlands Highly Skilled Migrant Visa 2026 Mistakes and Solutions

Mistake 1: Looking only at annual salary

Problem: Candidates divide an annual package by 12 without checking which components actually count.

Solution: Review the monthly qualifying remuneration and exclude holiday allowance and uncertain payments where applicable.

Mistake 2: Ignoring age-based thresholds

Problem: An applicant uses the under-30 threshold after turning 30.

Solution: Confirm the correct category at the relevant application or employment-change stage.

Mistake 3: Assuming every Dutch company can sponsor

Problem: A company may advertise international jobs without being an IND-recognised sponsor.

Solution: Verify the company in the official recognised-sponsor register.

Mistake 4: Treating the salary threshold as the only test

Problem: A candidate assumes that exceeding €5,942 automatically guarantees eligibility.

Solution: Check sponsor recognition, market-rate salary, employment terms, general requirements and any regulated-profession requirements.

Mistake 5: Treating a two-week target as a guarantee

Problem: Relocation is booked immediately after submission.

Solution: Plan around the legal decision period and wait for the relevant positive decision and entry documentation.

Mistake 6: Confusing the HSM route with an intra-company transfer

Problem: A manager already employed outside the EU is being transferred to a Dutch group company, but the employer assumes the standard highly skilled migrant route automatically applies.

Solution: Compare the facts with the separate Intra-Corporate Transfer route. Different requirements may apply to managers, specialists and trainees transferred within a corporate group.

Mistake 7: Ignoring regulated-profession requirements

Problem: Immigration permission is treated as professional authorisation.

Solution: Check Dutch professional registration rules before starting regulated work.

11. Proposed and Future Changes: What Applicants Should Watch

The current Netherlands Highly Skilled Migrant Visa 2026 rules should be distinguished from proposals announced by the Dutch government.

In July 2025, the Dutch government announced plans to tighten the highly skilled migrant scheme. The proposals included considering a higher salary criterion for highly skilled migrants under 30, potentially linked to 1.1 times the national average annual gross salary.

The government also proposed stricter requirements concerning recognised sponsors, including financial health, stability and trustworthiness. Another proposal discussed the possibility of withdrawing recognition from companies that had not employed highly skilled migrants for at least two years.

These proposals should not be treated as the current 2026 salary table unless and until the relevant measures are formally implemented and published as applicable rules.

As of 30 September 2026, the published IND figures remain €5,942 for applicants aged 30 or older, €4,357 for applicants under 30 and €3,122 under the reduced salary criterion.

Government of the Netherlands: Proposed Tightening of the Highly Skilled Migrant Scheme

Current rule vs proposed change

Topic Current published 2026 position Proposed/future direction
Under-30 salary €4,357/month Government has proposed considering a higher threshold
Sponsor requirements Recognition and existing compliance obligations apply Government has proposed stricter financial and trustworthiness checks
Sponsor activity No annual minimum or maximum applications Proposal discussed possible consequences for sponsors with no HSM employment for two years

12. What Experienced Professionals Should Check Before Accepting a Dutch Offer

For a professional considering the Netherlands Highly Skilled Migrant Visa 2026, the immigration review should ideally happen before signing an employment contract.

  • Is the Dutch employer an IND-recognised sponsor?
  • Does the job involve genuine employment in the Netherlands?
  • Does the contractual monthly salary meet the applicable 2026 threshold?
  • Is holiday allowance being incorrectly counted toward the threshold?
  • Are bonuses fixed and qualifying or uncertain and variable?
  • Is the salary reasonable for the position and market?
  • Does the applicant need an MVV?
  • Is the profession regulated?
  • Does the candidate need professional registration before practising?
  • Are the employment dates and contract duration clear?
  • Has the employer prepared the required immigration documentation?

A structured review can identify problems before they become expensive relocation or application delays.

The Netherlands Highly Skilled Migrant Visa 2026 refers to the Dutch residence route for highly skilled migrants employed by qualifying Dutch recognised sponsors. The route is administered by the IND and is based on employer sponsorship, salary, market-rate remuneration and other immigration requirements.

What is the 2026 salary for a highly skilled migrant aged 30 or older?

For the Netherlands Highly Skilled Migrant Visa 2026, the published 2026 salary requirement for a highly skilled migrant aged 30 or older is €5,942 gross per month excluding holiday allowance.

What is the salary requirement for applicants under 30?

The 2026 salary requirement for a highly skilled migrant younger than 30 is €4,357 gross per month excluding holiday allowance. The applicant must also satisfy the other conditions of the route.

Can the Netherlands Highly Skilled Migrant Visa 2026 use a reduced salary threshold?

Yes, but only in specific circumstances defined by the IND. The reduced 2026 salary criterion is €3,122 gross per month excluding holiday allowance. It is not a general discount for all applicants.

Does the employer need to be a recognised sponsor?

Generally yes. The employer must normally be recognised by the IND and appear in the public register of recognised sponsors. This recognised-sponsor structure is a central feature of the Netherlands Highly Skilled Migrant Visa 2026 route.

Is there a separate work permit for highly skilled migrants?

No. Highly skilled migrants admitted under this scheme do not require a separate employment permit (TWV). The residence permit provides the applicable work authorisation under the highly skilled migrant route.

How long does the Netherlands Highly Skilled Migrant Visa 2026 process take?

14. Netherlands Highly Skilled Migrant Visa 2026 Checklist

Before accepting an offer

  • Confirm employer recognition.
  • Review the job description.
  • Check the gross monthly salary.
  • Separate base salary from holiday allowance.
  • Identify fixed and variable compensation.
  • Check the market-rate position.
  • Confirm employment duration.

Before application submission

  • Check passport details.
  • Prepare required declarations.
  • Confirm whether an MVV is required.
  • Check professional licensing where applicable.
  • Ensure employer information is accurate.
  • Confirm the correct salary threshold for the applicant.
  • Review all documents for consistency.

15. Why Salary and Employer Verification Matter So Much

The most important lesson from the Netherlands Highly Skilled Migrant Visa 2026 framework is that a strong professional profile does not replace immigration compliance.

An experienced software architect can have 15 years of international experience, but the application can still encounter problems if the employer is not appropriately recognised, the salary is below the applicable threshold, the compensation package is structured incorrectly or the role requires a professional registration that has not been addressed.

Likewise, an employer’s recognition does not mean every employment offer automatically qualifies. The individual application still has to satisfy the applicable requirements.

For this reason, candidates should review the complete employment package rather than focusing on job title or headline salary alone.

16. Netherlands Highly Skilled Migrant Visa 2026 for Managers and Executives

The Netherlands Highly Skilled Migrant Visa 2026 can be relevant to experienced managers and senior professionals when the employment structure fits the Dutch highly skilled migrant framework.

However, executives and managers who are being transferred from a company outside the EU to a related Dutch entity should also examine the Intra-Corporate Transfer route. The fact that someone is a senior manager does not automatically determine which residence category is correct.

For an external hire, the highly skilled migrant route may be relevant where a Dutch recognised sponsor offers qualifying employment. For an internal corporate transfer, different rules can apply based on the corporate relationship, previous employment and position.

This distinction can be particularly important for multinational companies moving senior employees into Dutch operations.

17. Netherlands Highly Skilled Migrant Visa 2026 for Technology and Business Professionals

Technology professionals often consider the Netherlands Highly Skilled Migrant Visa 2026 because Dutch employers recruit internationally for specialised technical and business roles.

Potentially relevant profiles can include senior software engineers, cloud architects, data specialists, cybersecurity professionals, technology managers, product leaders, engineering managers and experienced consultants.

But the immigration decision is not made solely because an occupation is in demand. The employer, contract, salary and other legal requirements remain central.

For experienced professionals, the practical approach is therefore to match the candidate’s career history with the actual Dutch role and then verify whether the proposed employment package satisfies the immigration rules.

18. How MIVisa Can Help With Your Netherlands Immigration Planning

Mediterranean International Visa can help professionals organise their Netherlands immigration planning by reviewing the relationship between their profile, intended occupation, employment offer and visa pathway.

A professional review can focus on:

  • Current professional experience and seniority.
  • Target Dutch roles.
  • Salary and employment structure.
  • Employer sponsorship considerations.
  • Documentation readiness.
  • Potential immigration route.
  • Common application gaps that should be addressed before submission.

The Netherlands Highly Skilled Migrant Visa 2026 rules can change, so the final application should always be checked against the latest official IND requirements applicable on the date of filing.

19. Conclusion

The Netherlands Highly Skilled Migrant Visa 2026 remains a structured employer-sponsored route for qualified international professionals who have a suitable Dutch employment offer.

The most important figures to remember are the 2026 salary thresholds: €5,942 gross per month for highly skilled migrants aged 30 or older, €4,357 for applicants under 30 and €3,122 under the reduced salary criterion where the applicant qualifies for it.

Salary is only one part of the assessment. The employer generally needs to be an IND-recognised sponsor, the salary must be market-rate, the employment must meet the relevant conditions and regulated professions may require separate professional registration.

There is currently no annual application quota imposed simply because a company is a recognised sponsor, and highly skilled migrants do not need a separate TWV employment permit. The IND has a legal 90-day decision period but aims to process complete recognised-sponsor applications considerably faster.

For anyone planning a Dutch career move in 2026, the safest approach is to verify the employer, salary structure, contract, occupation and documentation before the application is filed. Proposed changes to the scheme should also be monitored, but proposed measures should not be confused with the rules currently published by the IND.

Last updated: 30 September 2026. Immigration rules, salary thresholds and administrative requirements can change. Always confirm the current position with the Dutch Immigration and Naturalisation Service (IND) before submitting an application.
